I've not worked in the profession of health care but it seems common sense is out the window for many staff as there seems to be a culture of - do what you are told to do - no more. So many times I've questioned things but been met with disapproval and avoidance of answering simple questions. They seem to be naturally dishonest under the belief 'lay people know nothing'. They give us vague answers. As soon as we ask for more comprehensive information - they clam up. remove the documents and walk away.
For me it all depends on how the targets are being used. If they are being used to draw attention towards what matters and then used to encourage reflection, development and change then I am all for them.
I agree Mike - targets should be an indication of what is happening, not the end in itself
